The Board of Directors encourages communication between patrons and the school district.  The Superintendent, as Executive Officer of the Board, shall be responsible for administrating a program of communication.

Community Involvement in Goal Setting  Code 1001
 
The Board is committed to extensive community participation in the development of the goals, strategies, and action plans that comprise the strategic plan of the district.

The Board is committed to annual reviews and updates throughout the life of such plans.  Community participation will be an integral part of this review and assessment.

Releases to News Media - Internal School News  Code 1001.1

The Board shall have news releases prepared on internal matters of the school district and disseminate such releases to news media in the area.  The Superintendent or designee shall be responsible for clearance of all news releases originating from a school source.

Examination of Public Records  Code 1001.2

Official school district records shall be made available to citizens, upon request, for examination and/or copying during office hours of the district, with the following exceptions:

 1. Personal information in records regarding a student, prospective student, or former student of the school corporation or educational institution maintaining such records.
 2. Records which represent and constitute the work product of an attorney, which are related to litigation or claim made against a public body.
 3. Reports to governmental agencies which, if released, would give advantage to competitors and serve no public purpose.
 4. Appraisals or appraisal information concerning the purchase of real or personal property for public purposes, prior to public announcement of a project.
5.  Personal information in confidential personnel records.

Gifts to School Board Members and School District Employees  Code 205.3/404/1002.1
 
A School Board member, officer or employee of the school district shall not directly or indirectly solicit, accept or receive from any one donor in any one calendar day a gift or series of gifts having a value of $2.99 or more.

Patron Complaints  Code 1002.2
 
When a district patron has a complaint about a district policy, practice, or the action of any employee, a resolution should be sought at the lowest level possible.

The complaint should be processed as follows:

 1. The employee directly involved in the complaint.
 2. The employee’s immediate supervisor.
 3. Other supervisory or administrative staff in the line of responsibility.
 4. The Superintendent of Schools.
 5. The Board of Directors.

When complaints reach the Board of Directors for resolution, the complaint must be submitted in writing and signed by the party bringing the concern.

Community Use of School District Buildings and Grounds  Code 1003.1
 
School district buildings are community buildings and their use as such will be encouraged.

Buildings

Use of district buildings must be scheduled so that activities do not conflict with the district’s curricular or co-curricular program, with consideration given to conservation of energy and minimization of cost.  Buildings are not intended to be used for long-term programs and are not intended to serve as business locations for profit-making enterprises.

Cultural, educational, civic, religious, or recreational groups are eligible to use school buildings.

School-sponsored student groups (i.e. boy scouts, girl scouts, PTA/PTO) wishing to use buildings may make arrangements directly with the building principal.  No building use fee will be charged.  However, costs incurred for employee overtime will be charged.

The school district has an agreement for shared use of buildings with the Iowa City Parks and Recreation Department, Coralville Parks and Recreation Department, and Kirkwood Community College.  No building use fee will be charged.  However, costs incurred for employee overtime will be charged.

Other groups wishing to use buildings must submit a letter to  the Executive Director of Administrative Services stating the reason for the request along with the date and time.  If the building is available a fee will be assessed as outlined in Administrative Regulation 1003.1.  This fee must be paid prior to use of the building.

Groups use the school district buildings shall provide the district with a Certificate of Insurance prior to the date of the event and shall provide adequate supervision during the use of the building.  The buildings are to be left in the same condition as found or a fee will be assessed for damages.

Groups using school district buildings shall adhere to the district's equal opportunity policy not to discriminate on the basis of sex, race, national origin, creed, age, marital status, or disability in its educational programs, activities, or employment practices.

Grounds

Outdoor buildings are available to the community on a first-come-first-serve basis.  Consideration will be made for groups holding special events or tournaments.

The Superintendent or designee shall prepare a schedule of fees for use of school buildings.

Loan of School Equipment and Materials  Code 1003.2
 
Equipment and materials of the school district shall not be rented or loaned to nonschool-related organizations for use other than on school property.  The loan of equipment or materials to other school districts shall only occur with prior approval of the Superintendent or designee.

Use of equipment or materials within the building is at the discretion of the building principal.

Advertising, Collection of Funds, Distribution of Materials, Solicitation Information  Code 1003.3
 
Requests by organizations or individuals to advertise, distribute materials information, or make announcements in the schools may must be approved by seek approval from the superintendent or designee.  To receive consideration, the request must:

1. Be from a nonprofit organization.
1. Promote activities that are cultural, educational, civic, or recreational.
2. Be judged by the administration to be in the best interest of the students and/or staff.
3. Be directly related to the educational tasks of the school system.
 Not interfere with scheduled school activities.
Not involve direct contact with students by non-school representatives with exception to items identified in policy 1003.4

Neither advertisements nor products or services being distributed may discriminate in regard to race, creed, color, gender, national origin, religion, age, marital status, sexual orientation, veteran status or disability.

Direct solicitation by nonschool organizations or individuals is not permitted.

Volunteer Contribution for Facilities, Equipment or Materials  Code 1004
 
The goal of the district is to increase resources available for education.  An equitable distribution of facilities and equipment should be maintained throughout the district to ensure that each elementary and secondary school is able to provide comparable programs and activities with comparable facilities and equipment.  The receipt of contributions of or for equipment, materials, or services should be monitored to maintain this standard of equity.

Planning for the construction of any structure or improvement to any building site shall first be approved by the building principal and the superintendent.  Consideration shall be given to the following criteria:

 1. Will not add unreasonable maintenance or operation costs.
 2. Will conform to present site use and future development.
 3. Planned fundraising consistent with Board Policy.
 4. Will not result in an inequitable distribution of supplies, facilities or equipment.
 5. No monies for personnel.
