The functions of the Board of Directors are policy-making, assessment, and evaluation. The Board shall have the responsibility for approving a financial plan to carry out the education program. The Board of Directors will ensure that the community is informed of the needs, purposes, values, and status of the schools.
The Board of Directors will maintain the distinction between those activities which are appropriate to the Board as the legislative governing body of the School District, and those administrative activities which are to be performed by the Superintendent of Schools and the Superintendent's staff in the exercise of a delegated administrative authority.

The Board of Directors of the Iowa City Community School District derives its legal authority from the Constitution of the State of Iowa, The Statutes of Iowa and the Rules of the Department of Education. The Board of Directors acts as an agent of the State in the management of the affairs of the district.

The Board of Directors shall make rules for its own governance and that of the directors, officers, teachers and pupils, and for the care of the grounds and property of the school corporation. The Board shall aid in the enforcement of these rules, and require the performance by said persons of duties imposed by the law and the district rules.
Legislative - The School Board represents the people of the district, functions as a policy-making body, and has complete jurisdiction over the school district and its employees.
Executive - The Board of Directors select an executive officer, the Superintendent of Schools, and delegates to the Superintendent the authority for carrying out the policies, plans, and administrative details necessary to ensure that all priorities formulated by the Board become effective in operation of the schools.
Evaluative -The Board shall study carefully facts and conditions to determine the efficiency of school operation, not only in terms of finance but also in terms of desirable values resulting from instruction based on a sound philosophy of education.

Regular elections shall be held annually on the second Tuesday in September.
Special elections may be called by the Board of Directors with reference to those matters stipulated in Chapter 277.2, Code of Iowa, which are applicable to the School District.
Arrangements for the elections, including publication, polling places, balloting, judges and clerks, shall be the responsibility of the Commissioner of Elections.

The Board of Directors consists of seven members elected at large. Each member of the Board of Directors is elected for a term of three years or to complete the unexpired term of a regularly elected member.

The Board of Directors will establish a system of student representation on the Board.
The primary purpose of student representation is to provide a means for the students to express their concerns, and to provide the Board a direct line of communication to students by having students directly interact with the Board.
Students shall serve in an advisory capacity to the Board and, in accordance with the School Laws of Iowa, they shall not have voting privileges.
Popular election of student Board representatives shall be held annually at each senior high school prior to the end of the school year with the term of office running concurrent with the school year.

The Superintendent and administrative staff will coordinate the orientation of newly elected directors. This orientation shall serve to acquaint new members with the overall management of the school district.
