The Iowa City Community School District is committed to creating and maintaining an educational system that prepares students to meet the demands of citizenship. Although academics are the primary function of the district, the Board acknowledges the need for students’ participation in co-curricular activities.
It is the intent of the Iowa City Community School District to provide an equitable distribution of facilities for the district’s athletic programs. A long-range prioritization of athletic facilities development will be guided by:
1. Financial feasibility within the context of district priorities.
2. Cooperation among schools within the district.
3. Cooperation and sharing of facilities with other governmental
entities.
4. Consistent implementation of district policies regarding effort
and resources contributed by individuals and organizations.
5. Communication as a two-way process, with all involved parties
responsible for implementation.

The Iowa City Community School District will use the professional services of an architect and/or engineer in designing new buildings and in modifying or adding to existing facilities.
For minor building modifications the administration shall select a local architect/engineer to develop cost estimates for building projects and to develop plans and specifications.
For building additions estimated to be $500,000 or less, the district administration shall select an architect/engineer from a pool of approved local firms An effort will be made to use the services of several firms within the community.
For building projects of $500,000 in scope the district will request proposals from architectural firms. Proposals will be screened by the administration and three to six firms will be selected to be interviewed. The interview will be conducted by the Superintendent, Executive Director of Administrative Services, Director of Physical Plant and the building administrator and/or a representative from the building. A recommendation will be forwarded to the Board of Directors for approval.
In the case of facility additions or renovations, the Board of Education has the option to commission the architect or architectural firm previously involved to develop drawings, prepare specifications, and supervise the planned construction as an exception to the normal interview procedure.

The Board of Directors of the Iowa City Community School District approves
all contracts for building projects that exceed $25,000. Frequently
during construction change orders affecting the contract price are required.
In order to facilitate the construction schedule change orders that do
not exceed
$25,000 may be approved by the school district administration without
formal Board approval.
When the total amount of change orders reaches 10% of the total budgeted cost of the project or $50,000, Board approval is required. Any subsequent change orders over $5,000 will also require Board approval.
All other change orders shall be approved by the Board of Directors before any changes shall be made. Copies of all change orders will be provided to the Board.
