Beyond that, this site seeks to serve as one of many means of establishing communication among interested constituencies: students, parents, teachers, administrators, and board members within the Iowa City Community School District. It is also offered to all other interested parties: related governmental units, social service agencies, foundations, taxpayers, the business and general community, colleges of education, and anyone else on the Internet interested in K-12, school district, and board issues.
It is designed to communicate, both in substance and symbolism, a sense of openness. The District endeavors to provide the highest quality education possible for the school children of the District with the resources available. As such, it is doing the public's business with the public's money. To the maximum extent possible the relevant documents that reflect that business, and make it easily understandable, need to be available to the public -- not only as a matter of democratic and legal theory ("public records," "open meetings") but in reality. Web posting is one way to do that. (Making hard copies available in the public library and at the school buildings is another.)
This site (September 21, 1998) -- and term of office (September 15, 1998-September 2001) -- have only just begun. The site, and proposals, will continue to evolve.
